CONSTRUCTION SERVICES

Winningham & Fradley, Inc. is not a construction company.  However, we provide expert consulting services before, during, and after construction.  Prior to construction we prepare construction bid documents and specifications; quantity and costs estimates; assist with the bidding and selection of a contractor, and process the development permits.  During construction we act as the owner’s representative and provide inspections during construction; testing of the new utilities; and review and recommendation of contractor’s pay request.  Following construction we will provide project final certification and prepare the turn-over package for the municipality.  For projects that have been in existence for some time, our company provides permit renewal and re-certification services.
